I just did the end of session update and looking at "Operations Diagnostics," there are 2 cars listed in the RIS (Report if Seen) listing.  I clicked on the "Print RIS List."  I got 2 separate reports, with one car on each report.  (See below)

One report has the header "PROTRAK Interline Report: Lost Cars" and the other "Official Railway Equipment Register: Cars:"

What is the difference?

None.   It was two bugs.

You had two cars, that you had reported lost.   The "ctr" incremented the page after the first car and the incremented page header was wrong.   On getting home I looked at the code and just now fixed it.  This will be part of next Update.
