Andy and Bob reported that they were seeing "***Re-route/Classify" then with no direction as to which yard-track a car should be placed on.   Not much guidance to a yardmaster, yes?

After much digging, it turns out that the issue is related to cars going on a local-service train that had completed.  The classification routines, properly, would not assign a car going to a local service train that completed.  Consequently the cutlist routines found no train and thus no yard-track.   The same issue occurs if the customer-spot is full (the car is not assigned to the service train).

I have added a routine (to the cutlist routines) that finds the service train.   And now the proper yard-track is shown on the cutlist.
